Obligations of a taxpayer who registering business
Once you are registered for business in RDB system, income Tax, and quarterly Income Tax accounts are automatically created.
You have the obligation to make the declarations and payments of annual Income Tax between January and March of the year following the concerned year deserving to file or 3 months following the 12 months of the special calendar year.
You have the obligation to make the declaration for quarterly Income Tax accounts is 30 June,30 September and 31 December, for the taxpayers with special calendar, the deadline depends to their period.
The first quarterly income tax prepayment is made after the first profit income tax has been declared.
All taxpayers are required to pay Domestic taxes, customs duties and local government taxes & fees digitally either via Mobile Money, Mobile Banking, Internet Banking or MobiCash.
The VAT registration is done voluntary if taxpayer ‘s turnover is below five million in three months or twenty million per year. VAT registration can be done voluntary via RRA or RDB portal,

The taxpayer who has the employee, receiving the basic salary above sixty thousand Rwandan Francs, has the obligation to be registered on Pay As You Earn/Tax on salary and pay it via RRA system.
Once you are registered via RDB portal, you are automatically registered on trading license
Once you are registered via RDB portal, you are obliged to have EBM
If you file the income tax/ annual returns & accounts in RRA system in real regime, automatically you file in RDB system.
If your annual turnover (under two millions) does not oblige you to file in RRA system or you filed in other regimes not real, you are obliged to file financial statements in RDB system.
If you complete the annual return details via RDB system, automatically you file in RRA system.
Dormancy and Deregistration approvals of business TIN via RDB portal, automatically it is also done in RRA system.
Restoration of business and cessation of dormancy on business TIN registered via RDB portal, automatically it is also done in RRA system.
The Active company secretaries or Directors informs the Registrar General within a period not exceeding fourteen (14) days of any changes to BO info from the date of the changes. Dormant companies have to submit beneficial owner’s information every year; only Deregistered companies are not obliged to provide the BO information.
Any change to the company details, including its name, type, registered office address, management, capital, or shareholding structure, ….. must be communicated to the Registrar General via RDB system and the information is automatically updated in RRA system.
As per Company law, private companies must file their annual returns and accounts between January and July of the year following the concerned year deserving to file or 7 months following the 12 months of the special calendar year. (Applied only for private company)
As per Company law, publics companies must file their annual returns and accounts between January and April of the year following the concerned year deserving to file or 4 months following the 12 months of the special calendar year. (Applied only for public company)
As per Company law, foreigner companies must file their annual returns and accounts between January and June of the year following the concerned year deserving to file or 6 months following the 12 months of the special calendar year. (Applied only for foreign company)
